First Digital Strategy and Action Plan (2006 – 2010)
The e-Government First Action Plan was developed to set the roadmap for implementing the first strategy, initiated by the government in 2006.
It focused on the concept of electronic services for the citizen. It is concerned with providing every citizen with the opportunity by the end of 2010 to access high-quality and easy-to-access government services from anywhere and at any time through integrated and secure e-platforms. In that regard, it focused on strategic drivers that were needed to achieve this goal. In addition, it called for increasing efficiency and effectiveness in the government sector.
The action plan adopted for this strategy embedded technical details of the components of an e-government framework initiated and used during the earlier version of the online services authority called Yesser.
Second Digital Strategy and Action Plan (2012 – 2016)
Following the first digital strategy, Yesser introduced the Second Digital Strategic Plan with its Action Plan 2012 – 2016. This was done in collaboration with government agencies, universities, the private sector, and representatives of the general civil society. The support of consulting firms and international consultants in e-government was also sought.
The strategy adopted essential themes that focused primarily on building a sustainable e-government workforce. In addition, it sought to improve citizens' experience with government agencies. A third significant goal was the development of a culture of collaboration and innovation, thus enhancing the efficiency of services provided by government agencies.
The second strategy introduced the basis for e-Participation, e-Services, shared national applications, and infrastructure, in addition to change management.
Initial Smart Government Strategy Plan (2020 – 2022)
The Kingdom adopted a Smart Government Strategy for the years 2020-2024. It defined the Kingdom's aspiration, vision, objectives, and initiatives for digital transformation during that period. This plan adopts several strategic initiatives to achieve SDGs by taking actions and innovative approaches to align with the UN Sustainable Development Goals (SDGs) and the Saudi Vision 2030.
It set an ambitious goal of transforming the government of the Kingdom to become agile, capable, and innovative to realize new seamless smart government experiences for citizens centered around their needs. The Strategy was aligned with the Saudi Vision 2030 goals and strategic objectives. Its primary concern was to deliver to digitally transform the Government and build internationally acclaimed Smart Government capabilities.
The Smart Government Strategy was initially set to achieve an ambitious goal by 2024. However, due to a high-level decision to restructure the Kingdom's digital governance that led to the establishment of the Digital Governance Authority (DGA), the plan was replaced by a Digital Government Strategy in 2023.
