The Ministry of Transport and Logistic Services in the Kingdom of Saudi Arabia seeks to achieve a strategic transformation that enhances its position as a global logistics center linking the three continents, which contributes to driving sustainable economic development and enhancing the competitiveness of the Kingdom of Saudi Arabia, in line with Saudi Vision 2030. The Ministry of Transport and Logistic Services is the Entity responsible for supervising all modes of transportation, including land, sea, air, and rail transport, in addition to developing road networks, mail, and logistic services.

The Transport and Logistics Sector is a fundamental pillar of the national economy and a pivotal factor in achieving sustainable development. The success of this sector depends on the development of an integrated infrastructure that includes road networks and multi-modal transport, which consolidates its position as one of the most prominent sectors supporting the economic renaissance in the Kingdom of Saudi Arabia, and enhances its effective role in achieving the strategic goals of development.

The National Strategy for Transport and Logistics provides the vision and strategic direction for the sector, ensuring the integration of transport and logistics patterns, in order to achieve the high ambitions of this arterial sector by identifying important initiatives, in addition to contributing to achieving the ambitions of Saudi Vision 2030.

Logistic Services Sector
The Logistics Sector is one of the most prominent modern sectors in the transportation system. The National Strategy for Transport and Logistics Services aims to develop it continuously, due to the strategic geographical location of the Kingdom of Saudi Arabia, which is in the middle of global trade routes. The Kingdom of Saudi Arabia overlooks the Arabian Gulf and the Red Sea, making it the only Gulf State that enjoys this advantage, as a third of global oil exports pass through the Arabian Gulf, and 13% of international trade passes through the Red Sea. Through this location, the Kingdom can connect markets with more than 6 billion people. The Kingdom has also made significant progress in the cross-border trade index, rising 72 ranks in 2019. Among the efforts made by the Kingdom, a number of logistics zones have been established, such as the Al Khumrah area. The Kingdom remains the largest economy in the Arabian Peninsula, the Levant and Iraq, contributing about 38% of the GDP and 21% of the population in this region.
Road Sector
It is a vital artery for development in the Kingdom of Saudi Arabia, as it connects cities and regions, contributing to enhancing economic and social movement. Thanks to modern road networks and advanced infrastructure, transportation has become easier and more efficient, supporting sustainable growth and enhancing the quality of life for citizens and residents.
It was established by a Cabinet Decision dated August 2, 2022, it has a public legal personality, financial and administrative independence, and is organizationally linked to the Minister of Transport and Logistic Services. Its Head Office is located in Riyadh. It is the Body responsible for legislating and regulating the roads sector and following up on compliance therein to raise traffic safety and quality, by developing and unifying standards and policies and finding innovative and sustainable solutions.
The Authority seeks, through its continuous efforts, to achieve Saudi Vision 2030 and achieve notable achievements, including:
- Raising the Kingdom's ranking to sixth place globally in road quality.
- Reducing traffic accident deaths to less than 5 cases per 100,000 people.
- Covering the road network with safety factors according to international IRAP standards.
- Enhancing private sector participation by 20% in operation.
- Ensuring the readiness of the road network to meet future demand.
Functional Classification of Roads
The Ministry of Transport began working on a functional classification of roads in 1405 A.H. It was updated in 1418 A.H. This classification included a description of the paths of the road network. The idea of this classification is that each road has a starting point and an ending point, and that the main directions of the roads are from south to north and from west to east, so that the beginning of the road is from the south or west and its end is the north or east. An example of this is Road No. 40, which starts from Jeddah and ends in Dammam with a length of 1370 km. According to this classification, the roads were divided into three categories:
- Main roads are those that start with one or two numbers (for example 5 and 22) in the middle of the map of the Kingdom. These are the roads that connect the regions of the Kingdom and the major cities.
- Secondary roads are those that are identified with three numbers (for example 222) in the middle of the road map. These are the roads that connect medium-sized cities and then connect them to the main road network.
- Sub-roads are those that are identified with four numbers (for example 3333) in the middle of the road map. These are the roads that connect villages, settlements, farms, etc. with other roads.
Road Maintenance
The Ministry of Transport and Logistic Services pays great attention to road maintenance, believing in the importance of this process in preserving the quality of road infrastructure and ensuring the safety of its users. The Ministry considers road maintenance an essential part that is no less important than its implementation, as the program includes more than 60,000 km of paved roads that are subject to regular and preventive maintenance.
The maintenance process is carried out annually through a comprehensive survey of the roads using modern technologies such as laser technology to determine the condition of asphalt pavement layers, and to analyze the levels of damage and the extent of its spread. The survey also includes assessing the condition of road facilities using a numerical scale that reflects their condition, in addition to examining non-pavement elements to determine their level of performance.
The Ministry seeks to improve the performance of maintenance and operation works by utilizing advanced technologies and modern methods, in order to identifying problems facing roads and assessing their impact on road safety and users. The Ministry also seeks to anticipate the future condition of roads and improve their sustainability in light of the standards that determine the condition of pavement, facilities, and other relevant elements.
Road Safety
The Ministry of Transport and Logistic Services gives top priority to road safety, adopting the latest technical specifications in studying and designing roads to ensure their implementation using advanced materials and equipment that comply with the highest safety and security standards. In addition to the optimal design of roads, all other safety factors are provided, such as various guidance and directional signs, reflective paints and signs, water drainage means, protections, and multiple barriers. The Ministry also monitors existing roads and improves their safety factors periodically, and participates in specialized committees with the concerned authorities to ensure enhanced traffic safety.
National Road Safety Center
The National Road Safety Center was established in October 2018 as one of the prominent projects within the Road Safety Initiative, which aims to reduce traffic accident fatalities within the framework of the National Transformation Program 2020. The Center aims to improve traffic safety levels through effective coordination between relevant entities and providing specialized technical support. The center is also preparing and implementing the Road Safety Data System, which includes defining the mechanism for collecting relevant data.
The system contributes to issuing analytical reports on accidents, in addition to providing digital maps that identify the locations of recurring accidents, which helps direct efforts to improve safety. The center also issues national indicators that contribute to evaluating the effectiveness of initiatives and achieving the desired goals in the field of road safety.
The Kingdom of Saudi Arabia is committed to enhancing the security and safety of all residents, whether in their places of residence or during their movements between regions of the Kingdom. As part of this commitment, the Special Forces for Road Security were established to be part of the national security system, in order to achieving comprehensive security and ensuring reassurance on external roads. The most prominent tasks of the Special Forces in road security are:
- Criminal Security: Handling security incidents, handling and controlling criminal offences and reducing their occurrence, controlling weapons and drug cases on external roads.
- Service: Handling emergency cases, releasing detainees and rescuing in cooperation with the Civil Defence, providing first aid and facilitating the transfer of the injured in cooperation with the Red Crescent, receiving reports requesting service or assistance.
- Traffic: Directly investigating traffic accidents and initial investigations, reducing their occurrence, and reducing the rate of accidents, injuries and deaths on the roads, controlling the behavior of violators and raising the level of awareness of road users.
- Regulatory: Controlling violators of public order, cooperating with passports to control violators of the Labor and Residence Law, implementing State regulations on external roads.
- Seasonal: Implementing the instructions regulating Hajj and Umrah, serving visitors to the Two Holy Mosques, and others.
- Joint tasks: Implementing the regulations of various sectors: Public Transport Authority - Ministry of Transport - Ministry of Environment and Agriculture - Ministry of Municipal and Rural Affairs and others.

Traffic Safety
The General Traffic Department seeks to implement preventive strategies aimed at reducing accidents and preserving lives and property. These efforts are based on three main axes: the vehicle, the road, and the driver. It also works to raise awareness, ensure compliance with laws, and reduce violations and unsafe behaviors, which contributes to improving traffic safety and reducing risks on the roads.

It is a comprehensive legislative framework for regulating traffic in the Kingdom of Saudi Arabia, and includes regulating vehicle registration, issuing driving licenses, managing accidents, in addition to provisions related to traffic violations, fines and penalties. The provisions of this law, including the attached tables and the executive regulation thereof, apply to all vehicles, pedestrians and animals on public roads, and all road users. Traffic Violations
The Kingdom of Saudi Arabia pays great attention to traffic violations, which is clearly demonstrated by adopting strict laws and clear regulations aimed at enhancing public safety and protecting lives and property. These laws include a set of violations, such as exceeding the specified speed, using a mobile phone while driving, not wearing a seat belt, and running a red light. They also include other violations, such as driving without a valid license, not giving priority to pedestrians, and parking vehicles in undesignated places. These procedures reflect the Kingdom's commitment to regulating traffic and ensuring a safe traffic environment.

Driving License (Form)
Vehicle registration in the Kingdom of Saudi Arabia is mandatory, as it aims to regulate traffic and enhance road safety standards. Registration requires filling out an official form at the General Traffic Department, where the vehicle data is accurately documented and a license plate is affixed thereto. It is an automated system for controlling and managing traffic movement using electronic systems covering the main cities in the Kingdom. The system uses digital camera network technology connected to the National Information Center of the Ministry of Interior.

Comprehensive Inquiry Service for Traffic Violations: It is a service that enables the user to inquire about paid and unpaid traffic violations.
Traffic Violation Objection Service: It is an electronic service that enables the user to register an objection to traffic violations registered on the ID thereof within 30 days from the date of the violation.

It is a unified system consisting of visual signs and signals that aim to regulate traffic on the roads and ensure the safety of drivers, pedestrians and vehicles. These signs play a pivotal role in guiding road users by providing instructions, warnings and guidelines that contribute to improving traffic flow and reducing risks.

Public Transport System in the Kingdom of Saudi Arabia
The Kingdom of Saudi Arabia is witnessing a remarkable development in the Public Transport Sector, through the implementation of strategic projects aimed at improving the infrastructure and providing advanced transport services that meet the needs of citizens and residents. The most prominent of these projects are:
It was established in 2006. It is owned by the Public Investment Fund. It operates and manages a wide network of railway lines linking the north of the Kingdom with its east and center, in order to enhancing the transport sector and providing high-quality services to passengers and freight. “SAR” provides electronic trip booking services through its official website, making it easy for travelers to plan their trips with ease and convenience.
Riyadh Metro is part of the King Abdulaziz Public Transport Project. It aims to develop an integrated transport system that contributes to alleviating traffic congestion and improving the quality of life in the city. The metro consists of six main lines extending 176 kilometers, connecting various neighborhoods of Riyadh. The project includes 85 stations, including 8 main stations that act as interchange centers between the different lines. Riyadh Metro is equipped with 190 fully automated trains, all of which are designed uniformly for passenger comfort and according to energy efficiency specifications.
The Haramain High Speed Railway is one of the most prominent transportation projects in the Kingdom, linking Makkah and Madinah via Jeddah and King Abdullah Economic City. The train extends over a distance of 450 kilometers. It is the fastest train in the Middle East with a speed of up to 300 kilometers per hour. The train provides a comfortable and fast means of transportation for pilgrims, Umrah performers and visitors, contributing to facilitating movement between the holy cities. Air Transportation
The Ministry of Transport, in cooperation with the General Authority of Civil Aviation, seeks to develop the air transport sector in Saudi Arabia in line with the aspirations and future vision of the Kingdom. The air transport sector is one of the main drivers of the national economy, which prompted the country to establish a wide network of modern airports, including 15 domestic airports and 5 international airports, managed according to the highest international standards. Within the framework of Saudi Vision 2030, the General Authority of Civil Aviation is working to achieve strategic objectives aimed at enhancing the position of the aviation sector as one of the main pillars for increasing the gross domestic product. Maritime Transport
The Kingdom of Saudi Arabia occupies a leading position in the maritime transport sector, under the supervision of the General Transport Authority, which manages its affairs and continuously develops them. The efforts of the Ministry of Transport are integrated with the Saudi Ports Authority in planning budgets and providing the necessary resources to implement major maritime projects, such as developing ports, establishing shipyards, and supporting shipping companies and factories associated with the sector. Maritime transport is one of the main pillars of economic development in the Kingdom, as it meets 95% of its needs related to exports and imports, which reflects its vital role in strengthening the national economy and linking it to global markets. The maritime transport sector is concerned with regulating everything related to maritime transport activities and services by ships, marine tankers, fishing and pleasure boats, and marine yachts, and granting the necessary licenses to investors such as companies and individuals to practice maritime transport activities in the Kingdom.

In 2018 A.D, the Cabinet decided to transform it into the General Ports Authority and approve its organization, making it a financially and administratively independent public authority responsible for organizing the management of all seaports in the Kingdom except for military ports and economic city ports.
In June 2021 A.D, under the generous patronage of His Royal Highness Prince Mohammed bin Salman, Crown Prince, the Ministry of Transport launched the National Transport and Logistics Strategy (NTLS), which aims to transform the Kingdom of Saudi Arabia into a global center for transport and logistics services. Saudi ports were one of its pillars as the main developer of the maritime transport system. The General Ports Authority developed its strategy to be consistent with the objectives of the National Strategy for Transport and Logistics Services within the objectives of Saudi Vision 2030.
Through its updated strategy, the General Ports Authority aims to consolidate the Kingdom's position as a global logistics center by raising the logistics services performance index and increasing the capacity of containers handled in ports.

- Jeddah Islamic Port
It is considered the main port that serves and receives pilgrims coming from all over the world. It ranks first among the Red Sea ports. It has gained historical fame since its establishment during the reign of Caliph Othman bin Affan - May Allah be pleased with him - in 646 A.D. It is the first port for the Kingdom of Saudi Arabia's exports and imports, and the first re-export point in the Red Sea, as 75% of maritime trade coming through Saudi ports now comes through it.
- King Abdulaziz Port in Dammam
It is considered the main port of the Kingdom on the Arabian Gulf. It is linked to the dry port in Riyadh by a railway. It is a major port through which goods pass from all over the world to the eastern and central regions. It was established by order of the founder, King Abdulaziz bin Abdul Rahman Al Saud - may Allah have mercy on him - and the decision to establish it came through "Saudi ARAMCO", in response to the requirements of the oil industry, then it witnessed successive expansions. The new expansion was opened in 1961 A.D. It was named (King Abdulaziz Port).
- King Fahd Industrial Port in Yanbu
It is considered one of the largest industrial ports in the Middle East. It was established in 1982 A.D by the late King Fahd bin Abdulaziz, may Allah have mercy on him, in order to serving the large industrial complex in Jubail Industrial City. It was designed to import raw materials required by local industries and export industrial products such as petrochemicals, refined petroleum products, chemical fertilizers and sulfur, following the Kingdom's transformation from a country that exports only raw materials to a manufacturer of gas and petroleum products.
- Jubail Commercial Port
It is considered the supporting port for King Abdulaziz Port in Dammam in supporting commercial activity and the gateway for Saudi exports and imports to global markets. It was established in 1974 A.D. Its location was carefully selected due to the depth of the adjacent waters, its distance of about 80 km north of Dammam, and its proximity to the main eastern complex for industrial products and petrochemical factory products in Jubail Industrial City, which contributes to reducing the cost of imported and exported materials and enhances the Kingdom's competitiveness.
- King Fahd Industrial Port in Jubail
It is considered one of the most important ports in the Kingdom, as it is the largest in loading crude oil, refined products and petrochemicals on the Red Sea coast. It also mediates the trade route between America and Europe through the Suez Canal and the Far East via Bab al-Mandab. It was established in 1980 A.D to serve industrial complexes and meet their requirements, in addition to exporting crude oil and its refined derivatives to global markets, as well as liquid and solid petrochemicals and gas. The industrial complex's needs of equipment, machinery and factory components are also imported through the port.
- Yanbu Commercial Port
It is considered one of the oldest seaports on the west coast. It is the second gateway for the arrival and departure of pilgrims. It was officially opened during the reign of King Faisal - may Allah have mercy on him - in 1965 A.D. It is located between Duba Port to the North, and King Fahd Industrial Port and Jeddah Islamic Port to the south. It is considered the third largest port in the Kingdom in terms of design capacity on the Red Sea coast, and the largest Saudi port in receiving livestock from the Horn of Africa countries. It is about 266 miles from Bab al-Mandab Strait. It was opened in 1976 A.D and witnessed three development stages during its history, including the construction of docks, two breakwaters, a control tower, a power station, storage warehouses, fuel stations, desalination and water pumping, and administrative and residential facilities.

It is an oil port located on the eastern coast of the Kingdom of Saudi Arabia, north of Dammam City. It is considered the largest oil port in the world, as about (90%) of the Kingdom of Saudi Arabia's hydrocarbon exports pass through it to global markets, which constitute 20% of the total global consumption of hydrocarbons.
- Ras Al Khair Port
It is considered the arteries of the Saudi economy that feed the vital programs and projects implemented by the public and private sectors in Ras Al Khair Industrial City. It was inaugurated in 2016 A.D and is the most modern industrial port in the Kingdom. Its importance lies in its location in a new industrial area with diverse production. It has a great future in the national economy, which is Ras Al Khair Industrial City. Perhaps what distinguishes this port is its connection to the mining mines via a railway line, through which the companies' products are exported to global markets.
- Al-Khafji Port
It is considered one of the ports of the General Ports Authority and is located on the eastern coast in the Eastern Region in Al-Khafji Governorate. It is considered an oil port for exporting crude oil. The first shipment of oil was exported in 1960 A.D / 1380 A.H, in the presence of King Saud bin Abdulaziz Al Saud - may Allah have mercy on him - King of the Kingdom of Saudi Arabia and Sheikh Abdullah Al Salem Al Sabah - may Allah have mercy on him - Emir of the State of Kuwait.
