This service allows citizens or legal entities to establish a civil society association without the need to review the National Center for Non-Profit Sector Development.

- The user selects the service to establish a civil society association.
- The applicant fills out the form by entering all the required data.
- The applicant acknowledges reading the terms and agrees to them, then submits the application.
- The system will automatically send the application to all members for acknowledgement to join the association.
- The applicant clicks "send" to submit the application to NCNP after all members have acknowledged.
- A message containing the application details number will be sent via text message.
- NCNP reviews the application and then issues an approval if the application is approved, sends a request for amendment, or rejects the application if there are comments.
- After approval from NCNP, the association's information is sent to the supervising authority if the association is specialized.
After approval from the relevant authority and the supervising body, the following are issued:
-The association's registration certificate.
-The association's constitution.
-A letter forming the council.
