This service enables the government agency to open the submitted offers and determine the winning bidder.

- The user selects the online Auction Requests page.
- The user selects the auction in the ""Under Awarding"" state.
- The user chooses Open Offers.
- Reviews the list of submitted offers.
- The user ""Chairman of the Auction Committee"" chooses the highest bid submitted.
- In case of rejection of the highest bid, the user is allowed to choose the next offer for the initial award. The winning bidder is notified to provide the final guarantee.
- In the event that the highest offer submitted is chosen and it is less than the estimated award price by 15%, the bidder will not be awarded and the bid will be canceled.
