An electronic service provided on the Balady platform, which is provided to service agencies across the Kingdom, such as telecommunications, electricity and water companies, allowing their representatives within project coordination offices to submit an application to obtain a new type of excavation permit (building connection) and the subsequent coordination and approval procedures until the permit is issued, then the excavation work is carried out, then the excavation is closed without the need to review the agency.

The service entity representative fills out and sends the building connection excavation permit application after logging in to the Balady platform and verifying the accuracy of all data and reviewing the service requirements and acknowledging that he has read and adhered to them.
The application is reviewed by the Project Coordination Office and the entities within a short period not exceeding 24 hours maximum to approve the permit.
Once the application is accepted, the invoice for the prescribed fees is issued automatically and the applicant is notified of the need to pay within a specified period.
Upon payment of the fees, a building connection excavation permit is issued and the applicant is notified and can print the permit.

Requirements and Government Approvals
Coordination with all parties and obtaining government approvals electronically in the application work cycle.

The service entity must:
Full compliance with the provisions of the “Traffic Control at Work Sites and its Updates” guide issued by the Ministry of Municipal and Rural Affairs.
Full compliance with the provisions of the “Traffic Control at Work Sites and its Updates” guide issued by the Ministry of Transport.
Full compliance with the provisions of the “General Specifications for Civil Works in Public Utility Projects” guide issued by the Ministry of Municipal and Rural Affairs in 1440.
Full compliance with the provisions of the “Road Section” guide and its updates issued by the Ministry of Municipal and Rural Affairs.
Full compliance with the provisions of the “Street and Square Lighting” guide and its updates issued by the Ministry of Municipal and Rural Affairs.
Notes/Warnings
The work of closing the holes is carried out using the same mechanism and specifications followed in regular excavation, including backfilling, compaction and asphalting, as well as implementing and approving the necessary technical tests.
Failure to pay fees on time will result in cancellation The request.

The service entity must identify its representatives within the Infrastructure Projects Coordination Office (users are identified and powers are linked electronically).
The service entity must identify its work team within each coordination office in each secretariat (a number of classified contractors, consultants and supervisors).
The service entity must prepare the geographical plans (Shape File) for the excavation paths for which an excavation permit is required.
The service entity must prepare a security and safety plan for the site, and the plan must be consistent with the security and safety requirements stated in the Traffic Control Means Guide.
It is necessary to attach work order attachments and proof of the building location.
The service entity submitting the application is obligated to review the application and approve the accuracy of its data before sending it."
