Five specialized policies, derived from the Digital Government Policy, cover critical digital government areas: governance; digital services management; augmenting beneficiaries’ engagement; developing the necessary human capabilities; and adopting modern technologies and methodologies.
Governance and Compliance Policy
The Governance and Compliance Policy is one of the policies included in the digital government framework, which is considered as a regulatory tool that adheres to international best practices and aims to unify the concepts of digital government policies, standards, and guidelines to build a reference framework for government entities to follow during their implementation journey.
The policy aims to govern relevant roles and responsibilities, including, but not limited to, the following: digital government services, overseeing its design and development, procurement, relevant licensing, measurement of services' performance and its maturity level.
This policy covers the main aspects related to the governance of digital government-related activities, and government entities compliance to current regulations. It particularly focuses on the following areas: oversight, privacy, funding, licensing and accreditation, and procurement.
Whole of Government Platforms Policy
The Whole of Government Platforms Policy aims to facilitate and accelerate the interaction between government entities by regulating the use of digital government platforms for shared services as well as achieving the deliver digital government services in a unified and seamless manner, promote the adoption of digital solutions and the use of common infrastructure, encourage government entities to share their data.

This Policy covers key aspects related to Whole of Government Platforms and its key enablers, which includes, but not limited to, the following: Digital identity, identity authentication management systems, Electronic payment gates, digital trust, the government Service Bus (GSB), The Government Secure Network (GSN), Government Cloud, Saudi National Portal for Government Services, Saudi Open Data Portal, and Digital Marketplace Platform.
Digital Services Lifecycle Administration and Upskilling Policy
The Lifecycle Administration and Upskilling Policy aims to support government entities in Managing and elevating government digital services quality. Developing the procedures for digital service design and digital content development, aligning with digital services assessment indicators published by international organizations, and national standards released by local authorities and building the digital skills for the government entities workforce.
The Policy aims to support government entities in:

The compliance with the policy by government entities ensures the provision of efficient government digital services that fulfill beneficiaries' needs and meet their expectations as it sets the directions and general provisions for: Digital service design, Digital skills development, Digital Content Development, Top priority digital services identification, and Digital Services provisioning through omnichannel (mobile phones and smart devices).
Beneficiary Centricity Policy
The Beneficiary Centricity Policy aims to support government entities in ensuring ease of government digital services use and providing beneficiaries with information they need, elevating the level of participation and interaction between the beneficiaries and government entities, providing seamless beneficiary experience from using government digital services, Increasing trust in government digital services and increase usage rates.
This policy covers all aspects related to improving the beneficiary's experience of digital government services and enhancing participation and communication between government agencies as service providers and beneficiaries. It aims to support government entities in:
- Ensuring ease of government digital services use and providing beneficiaries with information they need.
- Elevating the level of participation and interaction between the beneficiaries and government entities.
- Providing seamless beneficiary experience from using government digital services.
- Increasing trust in government digital services and increase usage rates.
- Ensuring equal access for beneficiaries to digital government services.
The compliance with this policy by government entities will guarantee focus on the beneficiaries needs and understanding of their needs, requirements and aspirations when designing digital government services, by setting general principles and provisions for the below areas: Establish beneficiary centricity practice, enhance beneficiary experience, and promote participation and adopt a beneficiary centricity culture.

Technology Policy
Technology Policy aims to support government entities in developing innovative and flexible solutions to provide Government Digital Services in line with digital transformation strategic directions that satisfy beneficiaries' needs and expectations. The policy contributes to raising Ensure business continuity and availability of the technologies supporting Digital Government activities. Provide needed support to help government entities make decisions related to technology investment to ease providing the Government Digital Services, raise its quality.
The objectives of the Policy are to support government entities in achieving the following:
- Develop innovative and flexible solutions to provide government digital services in line with digital transformation strategic directions and that satisfy beneficiaries' needs and expectations.
- Provide needed support to help government entities make decisions related to technology investment to ease providing the government digital services, raise its quality, and decrease its incurred cost.
- Promote data governance to support data-driven decision-making practices to achieve expenditure efficiency and to consider data as a national asset.
- Enable government digital transformation leveraging standards-based, consolidated community cloud and public cloud.
- Ensure business continuity and availability of the technologies supporting the Digital Government activities.
The technology policy identify the main technology pillars that government entities should use to support the delivery of digital government services, operations, data management, and innovation in the field of emerging technologies as it sets the directions and general provisions for innovation, core technologies, cloud computing, emerging technologies, data management and governance, and operations and resilience.
